Eggheads: A putslow ?

Gday All.

I've been working with eggdrop for years, and find now I am wanting to build 
more interaction with irc services. Services obviously have a much tighter 
flood control so puthelp is way too fast.

I'm looking for ideas on how to queue up potentially a large number of 
messages, and feed them out 1 per X seconds (probably 45 or 60). While I am 
reasonably competent with TCL, I'm stumped on ways to achieve this.

This may or may not make a nice feature for future eggdrop, particularly if 
you could define via conf how slow the slow queue is.
