i think i've found a bug, in the beginning i thought it was the getops.tcl 
but when reading it, i saw about those bind need - op function:

here's what happens:
when you deop an eggdrop, it won't ask to be reopped again (so, if you don't 
have +protectops, it will stay opless), it does ask the op on a join.

This problem appeared on eggdrop1.6.5 i think, also present on 1.6.6, because 
of a little rewrite of getops.tcl (2.3) that now uses those 'bind need - op' 
function.


i tried to find how that function was defined, and when it was called, but i 
lost my way in all those .c files :/

Of course, if you put an older getops.tcl (like the 2.2f), that problem 
dissapears (because it manages the ask-op on deop itself).

It happens on eggdrops & wineggys
